NATURE OF WORK:
The Facilities Manager, Electrical provides advanced level leadership and management of electrical maintenance and operations for the Camden Yards Sports Complex. This position is responsible for planning, coordinating, and overseeing all electrical system maintenance, repair, and event-related operations to ensure safe, reliable, and efficient electrical performance across the facility.

The manager supervises electrical staff and contractors, directs preventive and corrective maintenance programs, and ensures compliance with all applicable codes, safety regulations, and organizational standards. Employees in this classification report directly to the Assistant Facilities Director of the Complex. 

EXAMPLES OF WORK:

  • Oversees daily electrical maintenance operations, ensuring timely completion of preventive and corrective tasks.
  • Utilizes our Computerized Maintenance Management System (CMMS) to plan, schedule, and monitor all work and budgetary responsibilities.
  • Plans, schedules, and prioritizes electrical repairs, upgrades, and inspection programs. 
  • Manages a team of electricians and electrical technicians, providing training, direction, and performance evaluations.
  • Develops and implements electrical maintenance standards, procedures, and safety protocols.
  • Coordinates and supervises contractors performing electrical projects or event-related electrical work.
  • Supports event operations by ensuring all electrical systems, lighting, and equipment are operational and compliant.
  • Reviews and approves work orders, cost estimates, material requests, and project timelines.
  • Participates in the development of maintenance budgets and assists in planning capital improvement projects related to electrical systems.
  • Monitors electrical systems performance and recommends equipment upgrades or replacements to improve reliability and efficiency.
  • Ensures compliance with the National Electrical Code (NEC), NFPA standards, OSHA safety regulations, and environmental policies.
  • Responds to electrical emergencies and coordinates corrective actions to minimize downtime.
  • Prepares and maintains accurate records, reports, and documentation related to maintenance activities.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS, ABILITIES AND KEY COMPETENCIES:
The following generally describes the knowledge, skills, and abilities that are required to enter the job or to be learned within a short period of time in order to successfully perform the assigned tasks.
  • Expert knowledge of electrical systems, distribution, controls, and maintenance practices.
  • Familiarity with event power planning, emergency power systems, and load management.
  • Ability to interpret electrical blueprints, schematics, and technical specifications.
  • Skilled in estimating labor, materials, and timelines for electrical projects.
  • Strong project management, planning, and organizational skills.
  • Ability to lead, train, and develop electrical staff and foster teamwork.
  • Proficiency with a CMMS (Computerized Maintenance Management Software) related to maintenance tracking, budget tracking and reporting.
  • Excellent communication and problem-solving abilities.
  • Ability to remain calm and make sound decisions in emergency or high-pressure situations.

QUALIFICATIONS:
Any combination of education and experience that would likely provide the knowledge, skills, and abilities is qualifying.  Specific educational and experience requirements are set by this agency based on the essential job functions assigned to the position.
Education: 
  • High school diploma or GED 
  • Associate or bachelor’s degree in electrical engineering, facilities management, or a related field. (not required but preferred) 
Experience:
  • Seven (7) years of progressively responsible experience in facility maintenance, including at least two (2) years in a lead or supervisory role.
  • A minimum of two (2) years utilizing a CMMS as a management tool.
Substitutions:
  • Additional relevant experience may substitute for up to three years of formal education.
  • Vocational or technical certification in building maintenance or related fields may substitute for up to two years of experience.
  • Military service in a relevant electrical, utilities, or engineering capacity may substitute on a year-for-year basis.

LICENSES, REGISTRATION AND CERTIFICATIONS:
  • A valid motor vehicle operator’s license is required for employees assigned duties that involve driving.
  • Master Electrical License 

SPECIAL REQUIREMENTS:
  • May be subject to 24-hour emergency call-in.
  • Must complete asbestos safety training as required by Executive Order 01.01.1987.22.

WORKING ENVIRONMENT AND PHYSICAL DEMANDS:

Environment — Work may be performed in a standard office setting with some travel to various locations to attend meetings or inspect and perform departmental activities in response to emergency scenes or critical incidents: Employee may be required to work indoors or outdoors in areas of extreme heat or cold. The noise level of the work environment is usually moderate but may be occasionally loud due to alarms, equipment noise, etc. Employee is subject to emergency call-out at any time and may be required to work extended work hours including evenings and weekends. Work is often performed at extreme heights (e.g., approximately 15 stories above ground) or within confined spaces.

Physical —  Primary functions require sufficient physical ability and mobility to work in an office setting and to participate in emergency response situations; to walk, stand, or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 50 pounds; to operate a vehicle to travel to various locations; to operate and use specialized equipment; and verbally communicate to exchange information.

Equipment — The work may require the use of protective equipment such as safety goggles, face shields and gloves when drilling into metal, masonry or concrete; masks and respirators when working around asbestos; and insulated rubber gloves and sleeves when working around high voltage lines.

WORK HOURS:
Forty-hour minimum work week is required.  Must be available evenings, weekends and holidays as required to support events at MSA’s facilities.

The Maryland Stadium Authority is committed to enhancing the lives of all those who visit our 85-acre Camden Yards Sports Complex- whether for work or play and for those who utilize the projects we have developed throughout the state. The Maryland Stadium Authority was established by legislation and enacted by the State of Maryland on July 1, 1986, to select a site and develop financing alternatives for stadium facilities in the Baltimore Metropolitan area. On July 1, 1987, the law was amended to enable the construction of new facilities, including baseball and football stadiums, in the Camden Yards area of Baltimore City. The amendment also established MSA as an independent unit in the Executive Branch of the State government. From then on, MSA has continued to grow and thrive over the next three decades.
